Confusion: An image shows a Taser and a handgun similar to the weapons Bates was carrying. “This is a statement to never bet against the citizens, the people of Tulsa County”. He claimed it was an accident, having confused his stun gun with his service revolver.
Later, Harris was pronounced dead at a nearby hospital.

Bates has pleaded not guilty to second-degree manslaughter. With Bates are his daughter, Leslie McCreary, right, and an unidentified grandson second from left.
Robert Bates, center, arrives for his arraignment, in Tulsa, Okla.,… After then-Reserve Deputy Robert Bates was reprimanded for unsafely handling his gun at the range, he refused to complete the course and received a failing grade, the grand jury report says.
Tulsa County Sheriff Stanley Glanz said on Wednesday he plans to resign after a grand jury recommended his removal and indicted him on two misdemeanors in an investigation spurred by the fatal shooting of an unarmed black man by a white volunteer deputy.
A Tulsa County grand jury has concluded its probe into the Sheriff’s Office, indicted embattled Sheriff Stanley Glanz, and called for his resignation.
The panel accused Glanz of refusing to perform his duties by not promptly releasing documents related to an internal investigation of volunteer deputy Robert Bates. Glanz plans to plead not guilty to both counts, Wood said after the court hearing where the charges were announced.
The sheriff’s office and Glanz’s attorney did not respond to multiple requests for comment. “He respects the people”. Video from the scene captured Bates apologizing for shooting Harris, who was being detained on suspicion that he tried to sell guns to an undercover officer.
“We got justice. This is a win for the citizens”, said Marq Lewis, an organizer for the group We the People Oklahoma that called for the investigation. According to its report, the grand jury met for 20 days, interviewed 32 witnesses, and examined 164 exhibits.
Tulsa County District Attorney Steve Kunzweiler says he’s asked Oklahoma Attorney General Scott Pruitt to appoint another prosecutor to the case, given Kunzweiler’s office’s relationship with the TCSO. It also suggests that the office’s internal affairs department be more autonomous.
A leaked memo from 2009 indicated that officials within the sheriff’s office knew that Bates had been inadequately trained, but pressured officers to look the other way.

Bates, 74, an insurance broker who worked briefly as a police officer in the 1960s, led the sheriff’s last reelection campaign and had donated expensive equipment to the sheriff’s office, including vehicles. His close ties to Glanz and the agency raised questions about the reserve deputy program and whether Bates and others received special treatment in return for the gifts.
