It was Pound who raised the idea of an extraordinary session on the Russian doping crisis during his speech in Rio and it did receive some backing from subsequent speakers.

Tuesday, Russian Olympic officials said about 200 of the nation’s athletes will participate in Friday’s Opening Ceremony, although some will obviously not participate in actual competition. “This is not what the Olympic movement stands for”, Bach told delegates who voted overwhelming.

He made the statement after a teleconference by the IOC Executive Board, which, however, ruled that no Russian athlete, who had been previously sanctioned for doping would be allowed to take part in the Rio Olympics, even if their previous restrictions had expired as well as any athlete mentioned in the McLaren report.

The IOC is due to make an announcement on Thursday on which Russians have been approved to compete at the Games, having informed the International Federations on Wednesday night of the IOC panel’s decision.

The Court of Arbitration for Sport has rejected appeals by the Russian Weightlifting Federation and 17 Russian rowers against suspensions imposed for the Rio 2016 Olympics.

The World Anti-Doping Agency was on the receiving end of scorching criticism on Tuesday from the International Olympic Committee who urged WADA to restore its reputation as the war of words over the timing of its response to the Russian doping scandal escalated.

Phelps s longtime coach Bob Bowman, head coach of the United States men s swimming team in Rio, said the governing bodies of sports had “dropped the ball”. “This vision includes a more robust and efficient worldwide anti-doping system”.

“We have broken the record for the number of cases registered, now we have 18 cases, in London we had 11 cases for the entire duration of the Games”, Reeb said.

“You’ve got a commitment to complete (Richard McLaren’s) report, you’ve got a commitment to involve the session, you’ve got a commitment to involve athletes, you’ve got a semi-commitment to a special session – I thought that wasn’t bad given the circumstances”.

Reedie said he had received assurances from officials at high levels of the Russian Federation government that they accept they have a problem and need to fix it.

The allegations of doping stem from claims by a Russian doctor and other officials over the past 18 months that Moscow has operated a structured and strategic doping program meant to give athletes an advantage in competition at global events. “On the other hand, we can not deprive an athlete of the human right to be given the opportunity to prove his or her innocence”.

Vladimir Morozov and Nikita Lobintsev had been banned after being implicated in the Richard McLaren report on state-run doping in Russian Federation.

“It is not the reputation of the International Olympic Committee that needs to be restored”, said International Olympic Committee member Alex Gilady of Israel, according to media reports, “but the reputation of WADA”.

Russia’s athletics team has already been barred in a separate doping scandal, and at least 117 of Russia’s original Olympic contingent of 387 have also been excluded over drugs concerns.
