On Day 1, Odds Fail to Cut Delhi Smog

Delhi chief minister Arvind Kejriwal who carpooled with Transport minister Gopal Rai and Health minister Satyendra Jain to Delhi Secretariat said he was “over-whelmed” by the response of people towards the odd-even scheme in New Delhi.
Rai later took a bus ride to find out how the Delhi Transport Corporation was faring.
“I appeal to people to cooperate with Delhi Traffic Police for 15 days”, said Mr Bassi, assuring that adequate personnel have been deployed for implementation of the scheme throughout the city.
The Delhi police has challaned 138 people and 65 people were fined by the officials of transport department.
However, some 25 categories are exempt from the rule, including two-wheelers, women drivers, and CNG-certified vehicles, among others.
“Today we are just educating drivers”, Assistant Sub Inspector Krishan Singh told the driver of an Associated Press vehicle – with the wrong license plate number – when it was pulled over. Tourism Minister Kapil Mishra arrived to office on a bike.
Kejriwal also said that the movement will be re-assessed after January 15, “This will go on till January 15”.
The main reason to introduce this scheme is to bring the Indian capital city’s hazardous level of pollution under control. While the school children who took the awareness campaign lead yesterday, were not seen today, more civil defence volunteers were seen on busy stretches holding posters and guiding the public to abide by the rules.
Environmentalists have welcomed the odd-even restriction policy which is expected to sharply cut down the number of vehicles on Delhi’s roads, but they are not sure how effective it will be in curbing pollution.
At many places, pedestrians flagged down apparent violators and asked them to go home.
Delhi BJP chief Satish Upadhyay said the scheme had “practical problems” in its implementation even as senior BJP leader and Union minister Mukhtar Abbas Naqvi termed the move as a good start. “Though day one was a success because of the New Year celebrations, we will have to see how it works on Monday”, said Ankit Sharma near Moolchand Metro station in south Delhi.

There were no police barricades near the Delhi-Noida border in the morning and the volunteers tried to ensure a smooth flow of traffic on the road. As per rough estimates, around 50,000 trucks enter Delhi every day, contributing to pollution levels in the city.
