One country in our neighbourhood producing and exporting terrorism

Prime Minister Narendra Modi emplaned for India after the completion of his two-day visit to Laos to attend the 14th Association of Southeast Asian Nations (ASEAN) – India Summit where he also held bilateral talks with many leaders here.

He said this during a meeting with Prime Minister Narendra Modi on the sidelines of the 11th East Asia Summit here.

The Prime Minister also noted that growing radicalism and spread of extreme violence are other security threats.

While bringing up Pakistan and its policies on terror at global forums like G20 and ASEAN can go a long way towards increasing pressure on India’s neighbour to reduce its proxy war, Modi also runs the risk of continuing to present India as part of the hyphenated India-Pakistan conundrum. On Thursday, Modi steered clear of referring to the tribunal order, while articulating India’s stock posture on the South China Sea – support for the freedom of navigation and overflight, and unimpeded commerce.

Before leaving for New Delhi that afternoon, Modi held a meeting with U.S. President Barack Obama in what could be the last bilateral between the two before the latter demits office in January next year. “Our partnership with ASEAN seeks to craft a response through coordination, cooperation at multiple levels”, Modi said.

For nations bordering the South China and East China seas, India, of all the countries nearby, has become the security provider of choice. India committed to the Master Plan on ASEAN Connectivity, ” Modi said. The meeting took place at Vientiane in Laos.

He also said that India as already implemented 54 activities mentioned in the ASEAN-India Plan of Action. The summit is to be held in Goa, India, in October.

Noting that cooperation in science and technology was a crucial element of development engagement, Modi proposed to enhance the ASEAN-India Fund with an additional grant of $50 million.

These comprise, besides India – Bangladesh, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

“Decisions and announcements of such nature are not made so far in advance”, India’s External Affairs Ministry spokesperson Vikas Swarup tweeted.

Two leaders reviewed bilateral relations which were upgraded to special strategic partnership past year during Mr. Modi’s visit to South Korea.
