One Dead, 100 Rescued After Flooding Causes ‘Tremendous Devastation’ in Maryland

A man was nearly swept away by fast-moving floodwaters while trying to save a woman stuck in her vehicle in Ellicott City, Maryland, on Saturday, July 30.
Despite concern and curiosity, first responders and city officials asked residents to keep a safe distance from Main St. Sunday morning.
Gov. Hogan came to see the destruction and said the state is prepared to do all it can to restore the community.
“We’ve had severe damage in the lower part of Ellicott City on Main Street”, Kittleman told 11 News.
“They told me that the door was totally ripped away from the hinges, and I don’t know how much water I have inside”, Breidenbach told The AP by phone. “I’m going to thank some of these guys that have been working all night”.
Howard County Executive Allan H. Kittleman declared a state of emergency due to the flooding, allowing access to state resources.
One of the victims was Jessica Watsula, 35, of Lebanon, Pennsylvania, according to Baltimore County Police.
Police department spokesman Donny Moses referred to the danger of performing rescue procedures without preparation. “This is an extremely risky and life-threatening situation”, the weather service said in a warning issued at 10:40 p.m ET.
The Patapsco River that powered the flour mill propelled the town to become one of the largest milling and manufacturing towns on the East Coast.

Firefighters rescued about 120 people and emergency workers were also dealing with a water main break, Howard County said in a statement.
The rescues took place in the area of Clipper Mill and Union Road. One thunderclap, he said, “was loud enough to startle some people and induce applause afterward”.
Two people died in the floods, according to Howard County officials.
Redding says devastation like that seen in Ellicott City hasn’t been witnessed since Tropical Storm Agnes in 1972, which caused flood waters to move through Frederick’s downtown. She advised people to stay off the roads and pay attention to signs.
“They’ll never be the same after a flood like this, but we can save the essences of what is Ellicott City”, Redding said.
“There is probably about 20 of us standing at the highest level of the restaurant”, Souder said.
