One person shot in Milwaukee during 2nd night of skirmishes

The man whose fatal shooting by Milwaukee police triggered hours of violent protests on the city’s predominantly black north side was a 23-year-old black man and father to a toddler, his mother and police said Sunday.

Police violence against black men and women has set off intermittent, sometimes violent protests in United States cities from Ferguson, Missouri, Baltimore, New York, Baton Rouge, Louisiana, and St. Anthony, Minnesota, in the past two years.

The Sherman Park neighbourhood, which has a reputation for poverty and crime, appeared calm at midday on Sunday after businesses were burned, cars set ablaze and gunshots fired overnight by demonstrators angered by the police killing. Milwaukee police wrote via Twitter that a auto fire was also reported and that multiple arrests had been made. There were no reports of widespread destruction of property at Sunday’s protests.

When Walker activated Wisconsin’s National Guard, 125 Guard members reported to local armories to prepare for further instructions.

Earlier, video taken from a media helicopter showed a small group of protesters running through the streets, picking up orange construction barriers and hurling them out of the way.

Bottles and rocks were thrown at officers, while shots were also fired.

One officer was hospitalized early Monday morning after a thrown rock broke through a squad car’s windshield, police said.

The black man whose killing by police touched off rioting in Milwaukee was shot by a black officer. The body was retrieved with an armored vehicle and rushed to the hospital.

The officer, who was not injured, is a 24-year-old male with six years of service with the MPD, three years as an officer, MPD said.

NPR’s Cheryl Corley reports that authorities are waiting for autopsy results, and body camera footage of the shooting has not been released to the public.

Authorities said Sunday that Smith had a long police record. “He was raising up with it”, Flynn said.

“It’s a delicate balance between what the community needs to know. and the criminal justice process”, Flynn said.

Barrett called for restraint, and understanding towards Smith’s family. He was a 23-year-old man who police say ran from police during a traffic stop Saturday afternoon. “And, no matter what the circumstances, his family must be hurting”.

Flynn said 150 department officers specially trained in managing big protests also had been mobilized. Flynn described Smith as fleeing within seconds of the stop and said Smith pointed a gun at the officers. During the first night of protests, four officers were injured and 17 people were arrested, Milwaukee Mayor Tom Barrett said.

Walker announced the National Guard activation after a request from Milwaukee County Sheriff David Clarke, who met Walker and Wisconsin National Guard Adjutant General Donald Dunbar.

Ultimately, the charge was dismissed when the witness recanted and failed to appear in court, according to the newspaper.

He said the officer stopped Smith’s vehicle because he was behaving suspiciously and then had to chase him several dozen feet on foot into an enclosed space between two houses.
