The officer who shot the suspect has been placed on administrative duty pending an investigation the Milwaukee County District Attorney’s Office, police said.

“I want our community to know that”, Mr Barrett said. “He had the gun with him and the officer fired several times”.

“We have to weigh the public’s benefit”.

Seventeen people were arrested in the disturbances, Flynn said. “We have to weigh the concerns [state investigators have] about having an investigation that’s untainted”.

The triggering event came Saturday afternoon, when a man fleeing police after a traffic stop was shot and killed. The suspects took off on foot. Police said the man was armed, but it wasn’t clear whether he was pointing the gun or aiming it at officers. The men fled the vehicle and the officers followed, shooting Smith in the arm and chest when he failed to put his gun down, Barrett said. Members of the community have questioned whether Smith was actually struck in the back.

Police earlier said Smith fled from a traffic stop.

“I feel like if you’re going to make a difference, it’s got to be an organized difference”, Rose said.

“Leadership must denounce violent behavior!” the statement read.

The union referred to people participating in the disturbances as “thugs”, and said that when an officer uses force, “he/she is forced [sic] to do so by the actions f the perpetrator”.

Walker said he took the step after receiving a request from Milwaukee County Sheriff David Clarke and talking with Mayor Tom Barrett and the Guard’s leader.

“We must find a way to strike a balance where we can peacefully point out the racial inequities in our society while recognizing the valuable role police play in our community”.

Smith died at the scene, and the officer who fired the fatal shots was not injured. “He does not walk the straight and narrow”.

Smith’s father, Patrick Smith, tearfully told reporters earlier in the day that he wished he had been a better role model.

The Milwaukee Journal Sentinel said Smith was also charged in a shooting and later with pressuring the victim to withdraw evidence that identified Smith as the gunman.

Haynes says Smith, who was black, had a 2-year-old son.

Smith’s younger sister, Sherelle Smith, 22, told the Journal Sentinel that her brother carried a gun because he was scared and needed to protect himself, not because he was violent.

Mr Walker praised citizens who showed up on Sunday to clean up the north-side neighbourhood where the violence took place.

He called on parents to keep their children away from the area on Sunday to prevent a repeat of Saturday’s violent gathering.

“Let’s calm things down”, he said. “We are going to have an opportunity through the investigation to find out what happened”.

Wisconsin Gov. Scott Walker took the precautionary step in case more violence broke out over the death of Sylville K. Smith, 23, who was shot while trying to flee from an officer who had stopped his vehicle on Saturday. By Sunday, they had all been released from the hospital. He said numerous gunshots could be heard during the hours of unrest.

This latest shooting shows that racial tensions continue to be on the edge and states attempt to work with African American communities in cities such as Ferguson. Eight men, three women, and two minors were arrested on suspicion of disorderly conduct; three men and a minor were arrested on suspicion of burglary.

Chief Ed Flynn says six businesses were set on fire Saturday, 17 unruly protesters were arrested and four officers were injured by flying concrete or glass.

“I’m very proud of the way our police officers and firefighters responded under tremendous, tremendous pressure”, Barrett said. “What you saw last night was tremendous restraint by our police officers”. Barrett added that he would consider a curfew if necessary.

“This is still a very volatile situation, I believe”, he said.
