One person shot, officer injured in second night of Milwaukee protests

The National Guard, which is under the dual control of the federal and state governments, was deployed in Ferguson in August 2014 after several nights of rioting over the police killing of an unarmed black man.

A Milwaukee policeman whose fatal shooting of a suspect sparked overnight rioting in the U.S. Midwestern city appeared to have acted lawfully after the man turned toward him with a gun in his hand, Police Chief Edward Flynn said yesterday.

Milwaukee has also seen its share of protests before, after an officer fatally shot Dontre Hamilton, a mentally ill black man, in 2014.

Following the news of the death of 23-year-old Sylville K Smith, angry residents set afire six businesses and damaged police cars.

The 23-year-old black man was shot on Saturday as he tried to flee from a police officer who had stopped his auto. The officer’s identity has not been released.

When Walker activated Wisconsin’s National Guard, 125 Guard members reported to local armories to prepare for further instructions. They all said a lack of good education and jobs had boiled over in the fires. A police officer was injured and also taken to the hospital after a rock broke the windshield of a squad vehicle, according to Milwaukee Police.

On Sunday night, reporters on the ground described heated protests, with guns fired and one man wounded.

One officer was taken to the hospital after being hit in the head by a brick thrown through a squad auto window.

Shots were fired in several locations on Sunday and Wisconsin Governor Scot Walker ordered the National Guard took to take the streets to aid the police. Flynn cautioned that the shooting was still under investigation and that authorities were awaiting autopsy results, but that the officer “certainly appeared to be within lawful bounds”, based on video from his body camera. “Now, the police officer did not know that at the time, but there were 23 rounds in that gun, which means he had more bullets in his gun than the police officer had in his gun”. As officers attempted to clear the crowd from blocking traffic, things turned violent.

President Barack Obama was updated on the situation by a senior adviser, who spoke with Barrett to offer the administration’s support for local authorities, the White House said. “Not a single shot was sacked by the police”, Milwaukee Mayor Tom Barrett said during a Sunday afternoon press conference, according to Fox 6. “I want to make sure we don’t lose any police officers in this community, either”.

Haynes says Smith, who was black, had a 2-year-old son.

Investigators said Smith had a long record of criminal activities and claimed he was shot at when he tried to run away after an officer stopped his auto. Seventeen people were arrested, Mr Flynn said, and four officers were hurt, none seriously.

Less than 24 hours after an angry uprising sparked the activation of some 125 members of the Wisconsin National Guard, violence again returned to the city in the USA state of Wisconsin. Online court records showed a range of charges against him, many of them misdemeanours. He was charged in connection with a 2015 shooting and was later charged with witness intimidation in connection with that incident, the Milwaukee Journal Sentinel reported. Both felony charges were later dropped for reasons that are unclear.
