Over 120 leaders to attend Paris climate summit — United Nations official

Panama’s President Juan Carlos Varela was the latest to confirm his attendance at the opening by world leaders including US President Barack Obama, China’s Xi Jinping, Narendra Modi of India and Russia’s Vladimir Putin, a French presidency official said on Friday.

But he added that they are “putting their travel plans where their mouths are”, meaning that their presence in Paris should be seen as proof of how seriously they take the climate issue.

Pasztor said the decision of the Government of France to cancel the climate march planned on 29 November must be respected.

“Inevitably, where there’s a situation where there’s a state of emergency, there will be a few impacts on those – but still the events are going ahead and there’s been a very strong sense both from Paris itself and the eventual participants that people intend to go to those meetings and intend to show solidarity with France and participate”, Pasztor said.

Mr Pasztor said talks ahead of the conference are already showing results.

The conference aims to bring about a universal agreement that will reduce greenhouse gas emissions and keep global temperatures from rising. As of this morning, 171 countries which collectively account for more than 90 per cent of emissions, have now submitted national climate plans with targets.

Mr Miliband, the former energy secretary, said legislation for zero emissions would put Britain at the head of the global fight against climate change.
