Modi, in his Independence Day address from the Red Fort, targeted Pakistan for its atrocities in Balochistan, an issue which the previous leaders had chosen to avoid.

India accuses Muslim Pakistan of supporting Kashmiri fighters while Pakistan accuses India of meddling in Pakistani trouble spots, in particular of helping separatists fighting the Pakistani state in resource-rich Baluchistan.
“The Kashmiris are agitating for their right to self-determination in accordance with United Nations resolutions, whereas in Balochistan there is only a small group working on the behest of the enemy country”, Zehri said, referring to suspected Indian involvement.
A day after India put a pre-condition on going ahead with the Foreign Secretary-level talks between India and Pakistan, Swarup said the “ball is in Pakistan’s court, we are ready for cross-border talks”.
Pakistan vociferously condemned Modi’s statements on Balochistan, GB and Kashmir and maintains that his statements revealed role of RAW in Balochistan.
He said most UN Security Council members had “already been taken onboard on the continued human rights violations” in Kashmir Valley.
On 15 July 2016 Pakistan had requested the United Nations rights commissioner to send a fact finding mission to Indian Occupied Kashmir to report on the gross violations of human rights since July 8, 2016.
India on Wednesday said it is willing to discuss ways of tackling terror with Pakistan amidst mayhem unleashed by Pakistan-baked terror groups in Kashmir, including its Pakistan-occupied territory and beyond.
He said the worldwide community and human rights organisations should call upon India to stop use of “brute force” in Kashmir. India uses the terrorism bogey to deflect worldwide attention from the aggravating situation in held Kashmir. “We have never ever raised an issue in India which can be termed a domestic element of Indian politics”, he said.
Earlier this week, official sources had said that Jaitley may not visit Pakistan due to “political reasons”.

The High Commissioner, who has sought access for a team to visit both Jammu and Kashmir and PoK to independently and thoroughly look into allegations of human rights violations, had said, “I deeply regret that our requests for access have not been granted”.
