Paris bilateral talks on Climate
Emma Ruby-Sachs, deputy director of Avaaz, which is part of the coalition that was organizing the Global Climate March in Paris on November 29, said, “The police have just informed us that the tragic attacks in Paris have made the march there impossible”. Outside the conference place, the government plans to deploy 30,000 policemen who will be in charge of escorting delegations, guarding hotels and limiting traffic in certain areas.

“Climate Change is truly one of the key challenges of this century”.
But U.S. President Barack Obama has stood firm in his resolve to attend the November 30 opening, and France insists it won’t bend a knee to terrorism by postponing the event.
He said Intended Nationally Determined Contributions (INDCs) approach is an “attractive approach because, we are saying this is what we will achieve”. It was called Kyoto, which established legally “binding obligations” for developed countries to reduce their greenhouse gas emissions. But one of the aims of COP is to try and get parties to agree a level of legal “bindingness” at Paris.
Currently, based on the climate goals established by each country the current climate change limit is 2.7 degrees Celsius. That’s because the INDCs signify what the biggest polluters – including the United States, China, Europe and India – are willing to do to tackle global climate change.
The policy brief, entitled Paris Climate Summit: Catalyst for further action? outlines three possible outcome scenarios from the COP21 negotiations on a post-2020 agreement – “Catalyst”, “Momentum” and “Patchwork”.
Absolutely. But the political landscape is looking a lot more promising than it has at previous meetings. The organizers of the event are now weighing the security risks of gathering a huge group of top officials in a country that is still reeling under the tragedy of extremist violence that killed 129 people.
He noted that the last climate summit, in Copenhagen in 2009, failed partly because many world leaders were reluctant to commit to a shift from fossil fuels amid the financial crisis. “It must be the turning point toward a low-emission climate-resilient future”.
“This movement for climate justice has always also been a movement for peace – a way for people around the world to come together, no matter their background or religion, and fight to protect our common home”.

“I don’t see these attacks having any substantial bearing on the substance of the negotiations, as opposed to Copenhagen, for example, where the 2008-2009 global economic crisis did raise doubts about the costs associated with climate action”, he said. And then, we would like to ask you to describe what the climate is like in Paris now.
