Peace Returns to Milwaukee Amid Curfew, Calls for Calm

Court records show Smith had a lengty list of encoutners with charges ranging from felony theft and possession of marijuana to reckless endagerment and witness intimidation, but in each of the cases the charges were subsequently dropped.
Smith’s shooting happened in the Sherman Park neighborhood, which is in north Milwaukee. The officer had stopped Smith’s vehicle because the driver was behaving suspiciously and then had to chase him on foot into an enclosed space between two houses, Flynn said.
Tension flared again on Sunday night, with one person shot and a police officer injured, in the Milwaukee area where the fatal shooting of a suspect by an officer had sparked rioting, prompting Wisconsin’s governor to activate the National Guard.
Almost 40 percent of Milwaukee’s 600,000 residents are black, and they are heavily concentrated on the north side.
Last year, the state Justice Department agreed to review Milwaukee police procedures after a white officer shot Dontre Hamilton, a mentally ill black man, in a downtown park during a scuffle.
City officials also say some of the people protesting in recent days weren’t from Milwaukee.
Milwaukee Mayor Tom Barrett imposed a 10 p.m. curfew for minors Monday amid unrest following the fatal shooting of an armed black male by a black police officer in the city over the weekend.
Barrett pleaded with protesters to disperse and for the loved ones of the protesters to call them home.
A night curfew was imposed for teenagers in the U.S. city of Milwaukee following two nights of violence over the fatal police shooting of a black man.
All this has led to a strict enforcement of a 10 p.m. curfew for teens in the city, FOX 6 reports.
Live streaming video of the Milwaukee riots shows that the race issues sparking outrage, protests and violence are more than skin deep.
The police chief implored unruly protesters to stop the destruction and lamented the loss of jobs from torched businesses.
Six people were arrested earlier in the night but there was no violence, police said.
That group released a statement later Monday referring to the protests as a “righteous rebellion”.
Individuals attending the rally fired dozens of shots, apparently in the air. And 26 members of the Wisconsin State Patrol were brought in to help local law enforcement. State law requires all police shootings to be investigated by an independent state agency, giving the state control over such evidence.
“I’m hopeful that that will not be necessary”, Barrett said.
A Chicago-based communist revolutionary group blamed by Milwaukee’s police chief for stoking a second day of violence said that some of its members did go there to “support a revolution” but didn’t set out to cause trouble.
The arrests seemed to calm things down, Flynn added.
Smoke could be seen billowing from The BMO Harris branch a few blocks away from the intersection where as many as 100 protesters battled with police earlier Saturday evening. Authorities said their ShotSpotter system, which tracks gunshots, was activated 30 times.

Flynn said officers will continue to use the tactics they’ve been using, but said new strategies could be employed as needed.
