Pennsylvania Senate passes medical marijuana bill
The House and Senate have used separate hearings to gather information on the medical marijuana legalization effort.

Twenty-three states, including New Jersey, in addition to Guam and Washington, D.C., have enacted comprehensive public medical marijuana and cannabis programs since California was first in 1996, according to the National Conference of State Legislatures.

The bill would let patients who suffer from a list of ailments obtain marijuana for therapeutic purposes. The legislation’s drafters expect it would take two years to write regulations and get retailers opened, but a safe harbor provision allows parents to legally buy medical marijuana from another state for their child. The qualifying conditions include cancer, HIV/AIDS, multiple sclerosis, seizures, autism, PTSD, sickle cell anemia, and intractable pain if conventional therapies or opiates are contraindicated or ineffective.
Folmer told Senate members “it is not a flawless bill, but it is one that will work to bring medical marijuana to Pennsylvania in a timely manner”.
Under the proposal, the state would license up to 25 growers and processors and as many as 50 dispensaries, which could each operate three locations.

The bill also states that patients will not be allowed to grow their own marijuana for sale or personal consumption.
