The United States is eager to do more to do more to accelerate the war against ISIS in Iraq, Carter told Obeidi.
Stressing Washington’s commitment to close cooperation with both Iraq and Turkey in the fight against Islamic State (IS, formerly ISIS/ISIL), Biden urged Ankara to continue its dialogue with Baghdad. “It continued to feed them targets”.
Turkey withdrew some troops earlier this week, moving them to another base inside Iraq’s Kurdistan region, but Baghdad said they should pull out completely.
On Wednesday, Islamic State militants launched an attack on Camp Bashiqa, killing seven Kurds and injuring some Turkish troops. Iraqi forces have been preparing to try to take the city back, encircling it. But progress has been slow. Subsequent reports from United States officials suggested they believed Iraq would accept the offer.
The Apache helicopters, said Army Col. Steve Warren, would not be used until Abadi requests them, adding that the prime minister has to balance the military options with his own political environment in the country. More than 1,000 fighters were received training at the camp when it came under attack.
Turkey, which said the reinforcements had been sent to address “intensifying security risks”, agreed to “rearrange” its forces this week.
Iraq asked the Security Council to condemn the “Turkish occupation” and demand that the troops leave immediately, but council diplomats said after the meeting that no decisions had been made.
Carter and Barzani also discussed how to step up efforts to encircle and recapture Iraq’s second-largest city, Mosul, the secretary said. The arms include M16 rifles, mortars and equipment to counter improvised bombs. The secretary has taken opportunities to meet with Iraqi leaders and thank USA and coalition troops for their service, especially during the holiday season. US officials hope these opposition forces will ratchet up pressure on Raqqa, the Islamic State’s de facto capital there.

“Boots on the ground, per se, is not at all a new fact, given that, what I just said – which is in just one country, namely Iraq, but a very important one, there are, actually a little bit more than 3,500 USA troops”.
