Valerie Castile said she didn’t want to see her son “in agony”.
The permit was issued by Hennepin County, where it is not considered a public record, but Castile’s family obtained the document and provided it to CBS Minnesota. The paperwork shows that Castile received his permit on June 4, 2015. It says his permit to carry is enclosed. He said he wasn’t teaching the class that day. Her son was killed during a traffic stop in Minnesota. Students are taught to comply with every demand, hand over their permits to carry with their driver’s licenses and calmly answer follow-up questions about licensed firearms, including where they are. “I told him not to reach for it!”
Race never comes up as course participants are told how to handle traffic stops, Wellman said. Several seconds after the shooting, Philando’s girlfriend, Diamond Reynolds took to Facebook live and explained that Philando had in fact informed the officer that he was armed and held a valid permit.
Based on what she knows about the shooting so far, “this never should have happened”, she said, adding: “This time must be the last time”. He told KARE 11 in a previous account: “I just thought it was kind of insane to pull somebody over saying they matched a robbery suspect by having flared nostrils”.
White House spokesman Josh Earnest says Obama offered condolences during the calls, which he made aboard Air Force One as he flew to Dallas on Tuesday to participate in a memorial for five police officers killed during a protest Thursday. According to the documents, if an officer believes it’s a high-risk stop – as one involving an armed robbery suspect would likely be – he should have the driver and others exit the auto before approaching the vehicle, while officers take cover and draw their weapons. Police Chief Jon Mangseth was not immediately available to respond to a request for comment.
Court records reviewed by the AP show Castile had no felony record but had been pulled over dozens of times since 2002 for a variety of minor offenses including speeding, driving without a muffler and not wearing a seat belt. She said the president offered his and the First Lady’s condolences.
“Most of the time, he did the same”, the 23-year-old woman said of her brother.
“I’m a nobody. And I felt by the police doing what they did, the only way to get my word justified. was to post the video”, she said.
Reynolds, narrating while she recorded, said Castile had told the officers he had a licensed gun in the auto and was reaching for his wallet when he was shot.
