Duterte-Carpio said the money, which came from the funds of the city government, would be given in exchange for any information leading to the arrest of those behind the blast.

Former president and now Pampanga representative Gloria Arroyo on Monday threw her support behind President Rodrigo Duterte’s declaration of “state of lawlessness” in the wake of the Davao City blast last Friday.

“It’s more about the right against terrorism”, pointed out Medialdea who heads a caretaker committee while Duterte is out of the country in his first foreign trip as the president.

“This proclamation of a state of national emergency on account of lawless violence shall remain in force and effect until lifted or withdrawn by the President”, the proclamation read.

Mr Ablan said the proclamation gives “due regard to fundamental and civil political rights” and is merely a stepped-up campaign of the police and the military to ensure the safety of the general public. I took what happened personally, there will be strained relationship between us if they continue to stay in their posts, Duterte-Carpio reportedly said.

Duterte swept to power in May on promises to wipe out crime and corruption within six months, pledging to wage a war on drug dealers and crush widespread addiction to methamphetamines in the country of 100 million.

As a precautionary measure, mayor Sara advised her constituents to avoid crowded areas.

“We are not butchers who just kill people for no apparent reason”, reads one page of the booklet, citing the Philippines’ feisty national police chief, Ronald Dela Rosa.

Investigators are also reconstructing the improvised explosive used in the bombing incident, he said in a news conference.

The latest militant assault on the Afghan capital comes as the Taliban intensify their nationwide offensive against the US-backed government in Kabul.

“Earlier the Abu Sayyaf Group through “Abu Rami” claimed responsibility, but yesterday they denied it … so still we can not discount that aside from the Abu Sayyaf”, de la Rosa said. The bomb hit a night market; Duterte’s usually spends his weekends there.
