The attack started at about 11:20 p.m. when Young, a 19-year law enforcement veteran, was sitting in her patrol vehicle, Ross said.
According to the Commissioner, the suspect was chased into an alley near 48th and Sansom streets where University of Pennsylvania Officer Eddie Miller was also shot by the suspect.
Both officers were taken to Penn Presbyterian Hospital and are in stable condition, police said.
Two of the four civilians who were injured are in a critical condition, Mr Ross said. Young was shot at least 16 times, but a bulletproof vest protected her from serious injuries. The suspect reportedly used a woman as a human shield to protect himself from officers.
Officers in the area heard the gunshots and began to chase the shooter, Ross said.
The identities of the suspect and those who were killed or injured is still being investigated.
PHILADELPHIA (AP) – Police say a Philadelphia pastor’s wife pulled out a gun and shot an arm…
He said police believe the gunman acted alone in the violent events, which he described as “completely weird”.
A briefing from Commissioner Ross and the mayor is expected early Saturday morning. She is in stable condition at a hospital, police said.
While fleeing the scene, the shooter fired into a bar and struck a security guard in the leg.
The names of the wounded civilians and the suspect have not yet been released.
Ross told reporters Saturday that police found what he called a “rambling” note at the scene they believe was written by the still-unidentified gunman expressing hatred toward police and naming a probation officer.

Following the shooting, police swarmed the blocks near where the shooting happened in search of the suspects involved. It happened around 11:20 p.m. Friday.
