Police Chief Keith Washburn said it was a citizen tip and a joint effort between the police, Ross County Sheriff’s Office and Ohio State Highway Patrol that led to Cochenour’s arrest. He’s scheduled to make his initial court appearance Wednesday.

Stay with ABC 6/FOX 28 for the latest details.

Tammy Dixon saw the body and said, “Just put my hands over my face and said, ‘This can’t be happening here, it’s not real and I just didn’t see what I thought I saw'”.

At a press conference about the investigation Tuesday afternoon, Washburn said a state ID was found in a lot near the flood wall, along with a shoe and “various other items”.

Construction workers found the woman and removed her from the fence according to neighbors.

“The victim had one arm up like this about four feet off the ground, hanging from the fence”, she said.

Sources tell ABC 6/FOX 28 the woman was badly beaten.

“Please help”, she said.

Police say the woman found dead was not one of the missing women from Chillicothe, and this case doesn’t appear to be linked with any of the other high profile recent cases.

People living on this street are anxious for their own children.

“They say that every time”, Chrissy Young said. They’re also asking anyone who lives nearby who may have seen or heard anything to give them a call. The body was found at approximately 8:30 a.m. Tuesday near a fence line.

Her body was found in the same city where police have been investigating a string of suspicious deaths and disappearances of local women.
