The Tulsa Police Department released dash cam and helicopter footage on Monday that captured the shooting, after first showing the encounter to the Crutcher’s family and select community members over the weekend.

In this photo made from a September 16, 2016 police video, Terence Crutcher, left, lowers his right arm as he is pursued by police officers moments before he was shot and killed by one of the officers in Tulsa, Okla. He is then shot once by Shelby and falls to the ground.

Prosecutors said Crutcher was shocked with a Taser by a second officer and shot by Shelby immediately upon reaching for his vehicle driver’s side window. They also pointed to an enlarged photo from police footage that appears to show Mr Crutcher’s SUV window was rolled up. According to his family, his auto had broken down, but Betty’s attorney says that when approached by police he began acting unusual. It was not clear when she would turn herself in. Shelby is white and Crutcher was black.

“We’re going to break the chains of injustice. We’re going to break the chains of police brutality”, Tiffany Crutcher added.

Shelby’s attorney, Scott Wood, has said Crutcher repeatedly ignored Shelby’s commands and did not respond to her questions. “We remain optimistic that the State Attorney will now do his job, and vigorously prosecute the officer to the fullest extent of the law, bringing some form of justice to the Crutcher family”. “These are important steps to ensure that justice and accountability prevails”.

Officer Shelby had been assigned to a domestic violence call Friday evening when she came upon Crutcher and his vehicle in the road, according to an affidavit requesting a warrant for Shelby’s arrest.

Video released by police showed Crutcher walking away from Shelby with his hands in the air.

Shelby said she felt “threatened” by Crutcher and believed he was on the drug PCP.

The World says Shelby claimed she was in fear for her life when she fired her gun because Crutcher was not responding to her commands.
