Police officers face charges in Oakland sex scandal

Four Oakland police officers were fired and seven were suspended without pay, Schaaf said. The prosecutor said she needs the Guap to provide testimony in the case.

Earlier this year, Contra Costa County prosecutors declined to charge former Oakland Police Officer Teryl Smith after he had been accused of attempting to forcibly sodomize the woman.

The sex abuse scandal ignited in September 2015 when the Oakland police department began investigating the death of one of its officers.

Celeste Guap, who has said she was paid for sex with police officers while still a minor, appears in a Facebook photo with two officers.

O’Malley said her office was filing a variety of charges, including sex offenses and obstruction of justice against current and former Oakland police officers as well as former employees of the Livermore Police Department and the Contra Costa County Sheriff’s Department.

Contra Costa County Chief Assistant District Attorney John McMaster tells the LA Times that this accusation that she was sent to another state for some nefarious objective is ridiculous, and she can be brought back at any time by subpoena.

The teen, now 19, said she had sex with more than a dozen police officers in the region, prompting investigations from various Bay Area police departments and the District Attorney’s office. Two Oakland officers previously resigned, and O’Brien committed suicide. In addition, he said the Alameda County District Attorney’s Office has reached out to him twice since Guap’s arrest asking for the status of her legal matters. Perez resigned from the sheriff’s office during the investigation. On Thursday, a Livermore police officer who had been on administrative leave resigned after seeing the results of his department’s investigation. “It is our duty to conduct a fair and impartial review”, she said.

As for Guap, she was arrested last week for aggravated battery after allegedly attacking a security officer at a voluntary rehab clinic in Florida. In June, three Oakland police chiefs lost their jobs in one week.

Richmond Police Chief Allwyn Brown and department spokesman Lieutenant Felix Tan both did not respond to requests for comment today. However, prosecutors in other counties said they aren’t conducting criminal investigations. They are referring to a federal compliance director who’s been assigned to oversee the department ever since a federal judge declared this necessary in the wake of the Oakland “Riders” case, settled in 2003, in which four officers were alleged to have kidnapped people, planted evidence, and beaten citizens, while other officers turned a blind eye to their misconduct. She stresses Ms. A is a victim and a key witness.

Guap is now in a jail in Florida.

Oakland police officer Warit Utappa faces a misdemeanor of conducting a search of official criminal justice data and computer systems without an authorized goal.

Four other Oakland police officers will be prosecuted: Brian Bunton, on charges of felony obstruction of justice and engaging in an act of prostitution; Warit Utappa and Tyrell Smith, who allegedly searched a criminal justice computer system without an authorised goal; and LeRoy Johnson, on charges of failing to report sexual misconduct against a minor.

San Joaquin County Deputy District Attorney Robert Himelblau said that while they haven’t brought charges against any officer yet, they do have an open investigation.
