Police to Use Verbal Skills, Tasers
The number of Tasers under the new effort will double to 1,400, Emanuel said, so that every squad vehicle should have one. Tasers are weapons that can deliver an incapacitating, non-lethal shock.

NPR’s Cheryl Corley spoke to protester Mack Julion in Chicago, who says he doesn’t think Emanuel was trying to be open about what happened.
The police department has been under scrutiny since a dashcam video was released last month showing a white officer shooting a black 17-year-old 16 times.
People place candles in a makeshift memorial at a vigil in honor of Bettie Jones, a mother of five, and college student Quintonio LeGrier, at Gwendolyn Brooks Academy in Chicago, Illinois, Dec. 29, 2015.
“The people have no trust in the police”.
Chicago has expanded Taser use before – in 2010 – and the city’s own numbers indicate shootings by police did not drop in the following years, even though police used the Tasers vastly more often.
Police killed 19-year-old Quintonio LeGrier, claiming he was “combative” as they responded to a domestic disturbance early in the morning.
Thanks, Shannon We fully plan on releasing the video after the federal and state investigations have been completed.
McDonald deserves at least the poetic justice of this man being locked away for a life time, and until we demand transparency from every police department, events like this and the case of Sandra Bland and the case of Michael Brown will continue to occur behind closed doors and corrupt courthouses. He returned home to find activists, already outraged by his handling of the McDonald shooting, freshly enraged by the accidental shooting of Jones.
Herbert, the lawyer for Van Dyke, said policy changes in the Chicago Police Department, which Emanuel’s office has hinted at and may include more training, would be beneficial.
FILE – In this October 20, 2014 frame from dash-cam video provided by the Chicago Police Department, Laquan McDonald, right, walks down the street moments before being shot by officer Jason Van Dyke 16 times in Chicago. The two sides eventually settled on $5 million, an amount approved by the city council shortly after Emanuel won a second term. We should get ahead of this and say something like the following from DOL thoughts?
LeGrier was killed after police said he was threatening his father with a baseball bat, according to WMAQ, the NBC affiliate in Chicago. The man cursed the mayor, then punched and kicked the male aide.
Clearly there is little respect between Chicago Police officers and a huge section of the population that they are sworn to serve and protect.
Emanuel spokesman Adam Collins said Tuesday the office is aware of an “altercation” involving a mayoral staffer.
Collins responded, “I completely agree that we need to engage more, but if their focus is on specifics (sic) investigations we should tread very lightly”. Ms. Jones was a devout churchwoman, neighbors and relatives said.
Emanuel told reporters Wednesday that just because officers are trained to use lethal force does not mean they should use it indiscriminately.
Herbert also said that they haven’t ruled out asking for a change of venue. McCarthy said that police-involved shootings were down 38 percent from a year ago and 65 percent from 2011.

Cook County prosecutors were not available for comment after the arraignment. The turmoil after that shooting led Emanuel to fire the police superintendent and create a task force to review police accountability.
