Leader of the Opposition Ghulam Nabi Azad suggested that the governor was “interfering” with the activities of the state government and the legislature over the summoning of Winter Session of the Assembly and “deciding” its agenda “without the state government requesting for it”.

Members of the Congress protested convening of the Arunachal Pradesh assembly session by the governor.

Led by former minister Kalikho Pul, 21 Congress MLAs out of the total 47 in the 60-member House have raised a banner of revolt against the leadership of Chief Minister Tuki for the last three months.

On Wednesday, the legislators gathered in front of the Assembly and found the gate of the House sealed as they demanded the session to begin.

Thongdok further said, “Under Rule 7 (7) of the Members of Arunachal Pradesh Legislative Assembly (Disqualification on the Ground of Defection), no MLA can be disqualified”.

“One of the conditions is that there is a no-confidence motion against a Speaker, while the other is when the state government does not have the majority”, a Union minister said on the condition of anonymity. “You should have given a substantive motion”, Kurien said.

Social Justice Minister Thawar Chand Gehlot tried to take up the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill.

Congress spokesperson Abhishek Singhvi said, “Modi, BJP and the RSS, in criminal collusion with crony industrial houses, are attempting to murder democracy and the Constitution by subverting the mandate of the people of Arunachal Pradesh”.

“I had requested it is an important bill, as soon as the bill is passed it will be good”. Congress members moved from the aisles into the Well shouting slogans.

“This is very bad”. Am I responsible for it?

“The state governor is the custodian of the state and he wants to ensure that all the things occurs in accordance to the structure”. The government itself is responsible for the din in the House.

Meanwhile, the Centre has defended the Governor’s decision to advance the session to take up a resolution on removal of the Speaker, saying there are conditions under which such decisions can be taken without the concurrence of the state government. “Stop lying”, leading to heated exchanges in the House. “Let the House run”.
