Presenting plan, Trump hopes to appeal to moderates, women
Trump will unveil the plans in a speech in a Philadelphia suburb, a key area in a vital swing state as Trump tries to build his appeal with more moderate, independent voters – especially women.

She would cap the cost of child care at no more than 10% of a family’s income, guarantee 12 weeks of paid family leave, and provide universal pre-K for 4-year olds.
Trump had hoped to highlight the Republican presidential nominee’s new childcare policy, which she helped craft and introduce this week.
A Trump campaign spokesman said in a statement that Schneiderman is a “partisan hack” and the investigation is “another left-wing hit job”.
Republican Donald Trump says both the federal government and private industry should be helping working parents and even stay-at-home parents care for their children. “These solutions must update laws passed more than half a century ago when most women were still not in the labor force”.
One potential red flag from the Trump campaign on this political dynamic: campaign aides say the new initiative would be funded with money saved through identifying and eliminating fraud within the unemployment system. She also pushed Trump, who is a close campaign adviser to her father, to explain why the paid parental leave plan the real estate mogul’s daughter developed does not extend to men. He is expected to flesh out that plan Tuesday, including expanding the deduction to include costs associated with caring for elderly dependent relatives. This deal would not be available for anyone earning more than $250,000 or a couple earning $500,000.
Tax and budget experts, meanwhile, have their share of concerns about how the proposals would work, how much the plans would really cost and who’d benefit most. And those who do would not get tax benefits from the savings because chances are they don’t owe income tax anyway. His campaign was apparently sensitive to the critique, so it chose to throw a bone to low-income families in the form of a “child care spending rebate. through the existing Earned Income Tax Credit”.
Trump said he also plans to propose incentives to employers to provide child-care options at work.
“While my opponent slanders you as deplorable and irredeemable, I call you hard-working American patriots who love your country and want a better future for all of our people”, Trump said in Iowa.
The timing and location of the announcement are no coincidence.
During a rally in Des Moines on Tuesday afternoon, Trump credited Ivanka Trump for his action on the issue. “She has been working so very hard”, Trump said in his speech.
The timing raised some eyebrows among skeptics.
Recently at the Republican National Convention, Ivanka Trump spoke out in favor of maternity leave policies that help, not hinder, working moms.
Trump’s not the first presidential candidate to bring up child care and family leave on the campaign trail. He uses the model of savings accounts – which have been a conservative favorite for education, retirement, and health care – for additional care expenses.

The account, which would accumulate and collect pre-tax, could be used on expenses like child care, after school programs, private school tuition and care of an elderly parent.
