“It appears that Mr. Thompson was left alive in his apartment to wither on the vine and die.”

Of the $8,628 provided to Norman to care for her uncle between February 2011 and January 2012, Norman reported she spent only $722 to manage his care, including for food, medical and other personal needs.

Norman, who worked as a home health aide, moved in with her disabled uncle to care for him after her grandmother died in 2010, prosecutors said.

Thompson had received about $695 a month since birth from two SSI accounts, and Norman applied to become his payee for this money in December 2010, meaning she was responsible for using it to care for him.

By the time he passed away in June 2012 at age 42, he weighed just 70 pounds, according to Oustatcher.

Norman took over caring for her uncle shortly after her 18th birthday.

Norman has been charged with manslaughter and criminally negligent homicide, prosecutors said Wednesday, August 19, 2015.

An embattled Philadelphia police officer who lost his job following an indictment – only to gain it back and nearly lose it again after testing positive for marijuana – has retired before he was to be suspended.

Police told prosecutors there were only bread crumbs and cake frosting in the home.

Daily News reports that Norman “mumbled” a plea of not guilty in response to the accusations made against her in court on Wednesday. Her bail was set by the judge at $75,000. If convicted of the charges, Norman faces up to 15 years in prison.
