On June 17, the IAAF Council ruled it was still too early to restore All-Russia Athletics Federation (ARAF)’s membership, subsequently extending the suspension of Russian athletes from all global tournaments, including the 2016 Olympic Games.

The Rio 2016 organizing committee told AFP that the appropriate documents would be handed over on Wednesday. Worldwide sports federations must now remove any athlete previously banned for doping or who was implicated in a report commissioned by the World Anti-Doping Agency that accused Russia of a mass cover-up of failed drug tests.

Addressing members of Russia’s Olympic team at the Kremlin, Putin said the scandal, which centers on allegations that the Russian government and FSB security service systematically covered up doping for years, had unfairly targeted many Russian sportspeople who had not faced specific and proven accusations.

Those barred from competing, Putin says, are victims of “double standards” and a campaign against Russian sports.

Any medal won in Rio in the absence of Russian athletes would be worth much less than usual, he added, predicting many victories would be shallow.

Olympic and city officials counter these warnings with a veritable “don’t worry about it!!”, saying that the swimmers will be in less-shitty waters and those who will be competing in shittier waters are doing sports that don’t really require them to submerge their bodies, like sailing.
