However, he also repeated calls for the sustained delivery of humanitarian aid to Aleppo and other besieged communities.

The opposition blamed government warplanes.

The governor of Homs said on Sunday that between 250 and 300 fighters had been expected to leave under a deal with the regime.

The State Department said it was prepared to extend the cease-fire window in the hopes that if it held, the US and Russian Federation could then turn to their planned military cooperation against the Islamic State militants and al-Qaida-linked groups in Syria. Kerry said Russian Federation was “showboating” and “grandstanding”, and that humanitarian aid must be allowed to proceed.

The convoy depends on the success of the US-Russia ceasefire deal that Moscow says was severely shaken by a US-led airstrike on Syrian government troops.

Activists and rebel groups also accuse the government of violating the cease-fire.

A senior military source in Damascus told AFP that the truce would expire later Monday at 7:00 pm (1600 GMT) if no extension was announced.

“The Syrian army had announced a freeze on fighting until Sunday night, but as Russian Federation announced an extension, it will end on Monday at 1600 GMT”, a diplomatic source told the AFP news agency. But he said some aid was finally moving. The dispute over his fate has made a mockery of all previous diplomatic efforts to end the fighting.

The ceasefire deal came into force on the evening of September 12, with Syria’s army announcing a freeze on fighting across the country.

Seven days after the cease-fire went into effect, no aid convoys have been able to reach besieged rebel-held neighborhoods of the northern city of Aleppo, in spite of the fact that 20 United Nations trucks loaded with aid supplies have been ready to deploy from across the border in Turkey for a week.

“I am pained and disappointed that a United Nations convoy has yet to cross into Syria from Turkey, and safely reach eastern Aleppo, where up to 275,000 people remain trapped without food, water, proper shelter or medical care”, O’Brien said.

An official for US President Barack Obama said the White House had relayed its “regret” for the “unintentional loss of life” to Russian Federation, and said they would continue to pursue compliance with the ceasefire.

An MoD spokesman said: “We can confirm that the United Kingdom participated in the coalition air strike south of Dayr az Zawr on Saturday, and we are fully co-operating with the coalition investigation”.

Moscow and Damascus have blasted Washington over airstrikes that killed scores of Syrian regime troops on Saturday in Deir Ezzor, which is partly held by ISIS. Russian Federation said the attacks were performed by two F-16 fighter jets and two A-10 support aircraft.

The US has already expressed “regret” for the “unintentional loss of life”.

However, Saturday’s coalition strikes near Deir Ezzor Airport – in a part of eastern Syria not covered by the ceasefire – sparked a furious row between the U.S. and Russian ambassadors to the United Nations outside an emergency Security Council meeting called on the matter. The statement said the rebels wasted a “real chance” to stop the bloodshed.

The Homs governor Talal Barazi said the evacuation had been postponed due to “logistical obstacles”, and negotiating committees were completing the preparations, state TV reported.

Rudskoi said the rebels violated the truce 302 times since it took effect a week ago, killing 63 civilians and 153 Syrian soldiers. The opposition say such evacuations are part of a government strategy to forcibly displace its opponents after years of siege and bombardment.
