Singh, who had visited Kashmir in July days after the encounter of Hizbul Mujahideen militant Burhan Wani on July 8 that led to the present unrest in the Valley, will be accompanied by home secretary Rajiv Mehrishi.

Army Chief General Dalbir Singh Suhag on Tuesday visited the Line of Control in Kupwara and Baramulla districts and also some Army units in the twin districts and south Kashmir for an on-the-spot review of the situation and operational preparedness.

Prime Minister Narendra Modi has called for an end to the violence, stressing the need for dialogue with political parties to find a solution.

He is also expected to meet Governor NN Vohra, Chief Minister Mehbooba Mufti and her cabinet colleagues.

A doctor at Shri Maharaja Hari Singh hospital, speaking on condition of anonymity, told Anadolu Agency: “He succumbed to his injuries soon after he was brought to the hospital”.

Prime Minister Modi had said that those who had lost their lives in the unrest be they the youth or security and army personnel, were “our people, and part of our country”. They said his meetings in Srinagar had not been finalized as yet.

“Shall interact with civil society groups, political parties and other stakeholders”, Singh said in his tweets.

The visit of Singh, who before leaving for Srinagar, said he will hold talks with all stakeholders and that those who believe in “Kashmiriyat, Insaniyat and Jamhooriyat” are welcome, came on a day when fresh clashes broke out between protesters and security forces in Pulwama district in which one youth was killed.

In an open challenge to the government order asking its employees to resume their duties, the separatist leadership asked people to lock down all government offices except essential services in the Valley on Monday, and not allow movement of any employees towards their offices. Sartaj Madni and a 13-member Bharatiya Janata Party delegation led by J&K State President Shri Sat Sharma separately met Shri Rajnath Singh. “We are ready to talk to Government of India and the visiting home minister provided he comes up with a blueprint about the resolution of Kashmir”. He suggested that an all-party delegation which represents the entire country should go and that would have helped both state and the central governments. “In Parliament they accept Kashmir is a dispute and in Kashmir they engage fringe elements to hoodwink Indian as well as the worldwide community”, Khan said.
