British officials say up to 800 Britons have traveled to Iraq and Syria, some to join Islamic State, and around half had returned home.

There is speculation the jihadi in the 10-minute recording may be Siddhartha Dhar from London, but Theresa May said she could not comment as it was an ongoing police investigation.

The jihadi was able to leave Britain for Syria in September 2014 despite being on police bail and having been arrested on six occasions.

Strengthening the voice to be Dhar’s, one of his former business associates said “no doubt” the voice on the video was that of Dhar. The system has failed because it allowed him to abscond to Syria. “Decisions as to whether someone is put on police bail are operational matters for the police”, she said.

She also stressed the Government is working to remove extremist videos from the internet and that about 1,000 pieces of unlawful terror-related content are being secured for removal every week.

He also questioned if current measures for suspects on bail for terror offences are adequate and suggested passports were seized while the person was in custody, rather voluntarily on release.

He had been asked to surrender his passport under strict conditions created to prevent him from promoting extremism.

Instead, prosecutors say he took a coach to Paris with his wife and young children and headed for Syria.

But the Prime Minister’s official spokeswoman said that agents are not expected publicly to confirm the identity of the man, who is widely reported to be a Muslim convert from London called Abu Rumaysah.

Cameron has said the video is “desperate” propaganda from an organization that’s losing ground.

He later converted to Islam and joined the radical group Al Muhajiroun, at which point he began using the name Abu Rumaysah.

His mother, Sobita Dhar said: “I heard the voice, yes, but I don’t know, I’m not sure of the voice”.

A few weeks later, he gloated on social media about his easy escape, posting a picture of himself holding his new-born baby in one arm and an assault rifle in the other, writing: “My Lord made a mockery of British intelligence and surveillance”.

In the footage, an English-speaking ISIS fighter mocks British Prime Minister David Cameron for challenging ISIS, and calls him an “imbecile”.

“There are very strong similarities in his voice”. About 50% had returned home while about 70 were believed to have been killed.

Dhar’s sister Konika told the Independent that while she did not believe the masked man in the video was her brother, she would “kill him myself” if he was.

In the video, five men, wearing jumpsuits and kneeling in a desert location, appear to be shot in the back of the head, after making what are claimed to be their confessions.

Dhar, who was known as “Sid” to friends, enjoyed drinking, loved the bands Nirvana and Linkin Park, and had dreams of becoming a dentist, the Daily Mail reports, citing interviews with his family.
