Rochester cancels fireworks after New Year’s Eve attack plot
The FBI has arrested a man it says was planning to launch an ISIS-inspired attack on New Year’s Eve in upstate NY.

In New York, thousands of police and counter-terror officers have been deployed in the streets as up to a million people are expected to congregate in Times Square for the annual dropping of the ball.
Emanuel Lutchman, 25, had plotted to kill innocent civilians on behalf of the terrorist organisation in the Rochester area of the city tonight, federal prosecutors said.
He was arrested for robbery in 2006, and served five years in prison.
Lutchman, who was allegedly seeking to join Daesh, was directed by one of the group’s members overseas to attack a restaurant in Rochester, in New York State.
On Monday morning, Lutchman met with another informant and said he meant to carry out an “act” so he could “get to hijra”, which authorities say was his term for a journey to Islamic State.
A Muslim convert, Lutchman allegedly wanted to kill the patrons of a bar on New Year’s Eve.
Lutchman said he “does not have any funds”, although he said he could buy masks for disguise for $5.
FBI Special Agent Adam Cohen confirmed reports about Lutchman’s arrest, saying the ISIS supporter was instructed to kill civilians using a machete, cooker bombs, and knives at a restaurant in Rochester on New Year’s Eve. He also discussed targeting sneaking a bomb into a bar or club and kidnapping people and kill them.
Lutchman recorded a video taking responsibility of the thwarted attack, according to the criminal complaint.
Lutchman also allegedly said that “he hates this land” (meaning the U.S.) and that he wants to live under the caliphate.
On Dec. 30, members of the Rochester Joint Terrorism Task Force arrested Lutchman and took him into custody.
According to a criminal complaint, Lutchman had been in contact with a man overseas who claimed to be in ISIS. “I’m afraid that you’re going to see this more and more”.
After the allegations were made against Lutchman, municipal officials said canceling the fireworks festivities would free up law enforcement resources to focus on safety instead of crowd control.
The arrest comes as the United States steps up security for New Year’s Eve celebrations amid worldwide fears of a terrorist attack.
Gov. Andrew Cuomo called the arrest in an alleged New Year’s Eve terror attack plot in Rochester “sobering news” as NY and the nation deals with the “new normal” of terrorism.

“We just gotta show our allegiance”, he told an Federal Bureau of Investigation informant.
