“The fire came too fast and nobody was able to run”, said witness Huang Guan Zhang, 19.

Police recommended criminal charges against the organizer of Saturday’s party, as well as two technicians, at the Formosa Fun Coast theme park in suburban Taipei. She was taken off life support with her family’s consent, Taiwan’s Central News Agency said.

Lee Pei-yun was pronounced dead on Monday after her mother agreed to stop treatment.

Numerous concert attendees were wearing swim suits and t-shirts; according to fire officials, the victims have burns on their lower bodies.

The woman, identified as Lee, suffered burns to 90 percent of her body, Xinhua reported. Both were standing close to the stage when the fireball erupted, reports said.

Some were dressed only in swimwear and images from the scene showed many with severe burns being tended by those who escaped. “Some people staggered around on fire, while others collapsed to the ground”.

“Even the survivors will have to endure the hardship of rehabilitation for months or years”.

Investigators are looking at three main possibilities: cigarette embers, a lighter, or electrical sparks, Mr Lo said. They may face charges of professional negligence, causing serious injury and endangering the public.

They were brought before a prosecutor for further questioning before being released on bail and barred from leaving the country.

Color Play Asia said on its Facebook page that its products were in line with standards set by SGS, which is a Geneva-based testing, inspection, and verification company.

The company added that there are warnings printed on the bags of the color powder, warning of flammability, urging users to wear goggles and stating it should not be used in closed spaces. “You do not expect something like this to happen”, water park president Chen Hui-ying said in tears on live television.
