Russia: Syrian army ready to withdraw from Castello Road

Aleppo-based activist Bahaa al-Halaby said humanitarian conditions in the eastern neighborhoods of Syria’s largest city are deteriorating. The third casualty, according to the Observatory, was a civilian who also died by sniper fire in the rebel-held part of Aleppo. Russian Federation intervened with its air force on the side of Syrian President Bashar Assad’s government past year, turning the tide of the war in his favor. He says Assad’s government is the chief obstacle to increasing access to aid. But he says there’s been less success implementing the part of the agreement that is meant to facilitate the delivery humanitarian assistance.

Earnest says the crux of the agreement has always been the need for Russian Federation to use its influence on Assad.

Russian Federation wants the U.N. Security Council to endorse the Syrian cease-fire agreement that it brokered together with the United States.

The development comes after Russia’s Ambassador Vitaly Churkin said Thursday that he hoped the Security Council would adopt a resolution endorsing the cease-fire deal at next week’s high-level General Assembly.

Russian Federation and American officials have said the agreement is meant to set the stage for peace talks to resolve the Syrian war, now in its sixth year.

He says that under the deal, opposition units were supposed to move away in lockstep but have failed to do so.

Lt. Gen. Viktor Poznikhir of the Russian military’s General Staff declared a readiness to extend the cease-fire for another 72 hours, adding that Moscow expects Washington to take “resolute action” to end violations by the US -backed opposition units to prevent the situation from “spinning out of control”.

Gatilov’s remarks were reported on Thursday by the Interfax news agency.

Several previous negotiated cease-fires and efforts to hold the peace talks have stalled.

The Syrian army said the strike allowed Islamic State fighters to briefly overrun their position.

Activists reported the cease-fire was holding despite some violations, though the Syrian Observatory for Human Rights monitoring group warned the rate of violations had escalated and three civilians were killed, including two children.

It wasn’t known who carried out the airstrike.

Meanwhile, in the eastern province of Deir el-Zour, clashes and shelling over the past 24 hours between government forces and the Islamic State group in the provincial capital, also called Deir el-Zour, killed at least three people, including a child, according to activists and state media.

Kerry told Lavrov that unless the aid is delivered, the USA will not move ahead with the formation of a joint facility with Russian Federation to coordinate attacks on terrorist groups and share intelligence.

The strike was in an area the coalition had attacked in the past, and coalition members had informed their Russian counterparts before it began, the USA military’s Central Command said in a statement.

“Thus, there is de facto just one side in Aleppo which is ready to lead negotiations, observe the ceasefire and pull back troops from the United Nations humanitarian aid passage – this is the Syrian government army”, the ministry said in a statement. Syrian state TV said bulldozers began clearing the road on the northwestern edge of Aleppo that leads into besieged rebel-held neighborhoods to make way for the convoys.

In a further sign of tensions picking up, the Obama administration warned Russian Federation that potential military cooperation in Syria will not happen unless humanitarian aid begins to flow into Aleppo and other besieged communities.

Russian officers monitoring a ceasefire near the city of Aleppo confirmed the Syrian army was ready to withdraw from positions along the Castello Road if it was synchronized with opposition forces, the Russian Defense Ministry said on Friday.

Russia’s military announced Thursday evening that Syrian government forces had begun withdrawing from the route to Aleppo, though the Pentagon said it had no indication of a withdrawal.
