Shprygin, who works for nationalist lawmaker Igor Lebedev, was among 43 Russian fans arrested in southern France three days after the Marseille turmoil.
French authorities said Shprygin’s European visa had not been cancelled because he was barred from French territory and would be stopped if he tried to enter the country again.
Mr Shprygin had told journalists that he planned to return to France for Russia’s match against Wales on Monday.
The Russian fan leader also posted photographs of himself on Twitter, apparently standing outside the stadium in Toulouse.
Shortly before his detention, Shprygin told AFP by telephone from the stadium: “I am at the match with a ticket”.
Shprygin sits on a Russian government commission overseeing Moscow’s preparations for the 2018 World Cup and has become a sort of spokesman for Russian fans at the Euro 2016, tweeting actively about the fans detained in the wake of violence at the Russian-England match in Marseille June 11.
The Ultras leader – who has been pictured alongside Russian President Vladimir Putin – had been put on a plane home with 19 other fans involved in some of the violence that has marred Euro 2016. Three of them were given jail sentences of up to two years.
Six England fans were jailed for up to six months. Moscow summoned the French ambassador after the Russians were detained and expelled.
Twenty of the group, including Shprygin, were expelled from the country on Saturday and flew from Nice to Moscow.

But it is understood he was spotted by police and held inside the stadium in Toulouse for the match against Wales which Russian Federation lost 3-0.
