“We don’t have a full meeting of the minds yet (on Assad)”, a senior State Department official told reporters.
Last Friday, Russian President Vladimir Putin dropped a bombshell when he announced that Russia was providing arms to the Free Syrian Army, a collection of Syrian rebel forces backed by the United States whose main goal is to overthrow Syrian President Bashar al-Assad, Moscow’s ally. The Kremlin says the Syrian people, and not external powers, should decide Assad’s political fate.

Rae McGrath, country director for Turkey and North Syria for the American aid agency Mercy Corps, one of the largest providers of food aid in northern Syria, said this is an emerging humanitarian crisis in the war affected areas of Syria.
Dmitry Peskov, the spokesman for Pres. Putin confirmed that the meeting was canceled. “We have always been in favor of overcoming tensions through dialogue rather than conflict”, Turkish Foreign Minister Mevlut Cavusoglu said after being alerted that Russian Federation had fired warning shots at the Turkish fishing boat.
Russian Federation has been carrying out air strikes targeting ISIS positions in Syria, but the U.S. accuses Russian Federation of bombing moderate rebels.
The Washington Post reports that Lavrov said he was willing to talk about the “terrorism of [the Islamic State]”.
Kerry described the talks with Lavrov as “good” as he took a break to stroll in a shopping area near the residence of the US ambassador to Moscow where he was mobbed by a crowd of people who wanted a glimpse of him.
“The discussions through which this [agreement] has developed do not constitute USA cooperation or support for Russia’s policy or actions in Syria – in fact, far from it”, Pentagon Press Secretary Peter Cook said October 20, according to the L.A. Times.
A Saudi-sponsored meeting of the Syrian opposition last week in Riyadh, meant to form a united platform for talks with the Assad government, included groups that Russian Federation considers “close to terrorist”, Churkin said.

Syrian opposition groups have demanded that Assad leave at the start of the process, which is supposed to begin in early January, once the opposition groups have settled on a delegation to negotiate with the government.
