The United States and its allies have called for Assad’s departure, while Russian Federation – a key ally of the Syrian president – insists that he should not be required to leave power as a precondition for peace talks.
“There are reasons for optimism but, every now and then, we have to pinch ourselves and remind ourselves that there is still this huge question that divides us around the table over the future of Assad”, Mr Hammond said.
A number of states are conducting military campaigns in the Syria against the group.
