The suspension of the plutonium deal, one of a number of arms control agreements between the two countries, may be less dramatic in the short term than the final collapse of the Syria ceasefire process.

This story corrects that Russia’s United Nations ambassador said black flags might have flown over Damascus, not Aleppo.
The US – as well as the European Union – imposed a series of sanctions against Russian Federation following the annexation by Moscow of Ukraine’s southern Crimea peninsula in 2014, and Russia’s support for separatists in eastern Ukraine.
Talks between the U.S. and Russian Federation collapsed on Monday after United States officials said Moscow was not keeping up its commitments to halt violence and deliver humanitarian aid.
He said the U.S. would withdraw personnel that it had dispatched to take part in the creation of a joint U.S. -Russia center that was to have coordinated military cooperation and intelligence had the cease-fire taken hold.
Jabhat Fatah Al Sham, previously known as Jabhat Al Nusra, announced the death of Ahmed Salama Mabrouk shortly after the Pentagon said the United States had targeted a prominent member of the group in Syria.
But the U.S. military will continue to coordinate with the Russian military about its air operations in the area, in order to avoid any collisions, the State Department said.
USA accused Russian Federation of bombing Syrian civilians. Russian Federation and the United States called for a seven-day cessation of hostilities last month so humanitarian-aid convoys could reach desperate civilians.
It comes after Russia’s actions led to the collapse of a cease-fire and the cut-off of direct talks with the U.S.
“There is also no alternative to trying to implement a ceasefire, and to stopping the Al-Nusra Front and Daesh (ISIL) while making sure that the so-called moderate opposition understands that time has come to lay down their weapons”. Russian Federation is interested in propping up Assad in part because Russia’s only naval facility outside the former Soviet Union is on the Syrian coast.
The end of the talks could trigger deeper US consideration of military options such as providing more sophisticated arms, logistical support, and training to Syrian rebel groups, either directly or via Gulf Arab states or Turkey.
According to a senior USA official, the Pentagon has ordered troops who had been deployed to set up the joint implementation center fewer than 20 to return to their bases.
Still, given the frightening potential for clashes between American and Russian forces in Syria, Washington can’t afford to cut off Moscow entirely: Monday’s announcement noted that the channel of communications aimed at “de-conflicting” the two parties will remain open.
Russia’s Foreign Ministry spokeswoman Maria Zakharova expressed regret over Washington’s decision Monday to stop participating in the bilateral channels with Russian Federation.
“Washington simply did not fulfill key conditions of the agreement”, Zakharova said. Putin’s decree released by the Kremlin cited Washington’s “unfriendly actions”.
French Foreign Minister Jean-Marc Ayrault blamed Russian Federation for air attacks over the weekend on the largest hospital in rebel-held Aleppo as well as strikes on White Helmet rescue volunteers whom Syria and Russian Federation have labelled as “terrorists”.

First signed in September, 2000 and updated in 2010, the PDMA committed each side to disposal of no less than 34 metric tons of weapon-grade plutonium, enough to produce 17,000 nuclear weapons. If you would like to discuss another topic, look for a relevant article.
