Eastern Aleppo is in desperate need of humanitarian aid after weeks of heavy fighting, and a government siege that has lasted most of the past two months, with no aid entering since early July.

The Pentagon said Thursday that the USA will not discuss a coordinated air campaign with Russian Federation until all terms of a ceasefire in Syria have been met.

“This is something that is required to happen immediately”, de Mistura told reporters in Geneva. They “have not been received”, he added.

“One of the key issues is access, and one of the main arteries into Aleppo is Castello Road”.

The Russian Defense Ministry on Wednesday came out for prolonging the cessation of hostilities regime in the whole territory of Syria for another 48 hours. His humanitarian adviser Jan Egeland said there had been no reports of civilian killings in the past 24 hours and attacks on schools and hospitals had stopped.

In addition to eastern Aleppo, UN convoys, if they receive permits, are ready to go to places like Moadameya, to Al-Waer, to Talbiseh to Douma, to all of the besieged areas close to Damascus, close to Homs, and elsewhere, he explained.

“Can well-fed, grown men please stop putting political, bureaucratic, and procedural roadblocks for fearless humanitarian workers that are willing and able to go to serve women, children, wounded civilians in besieged areas?” he asked.

Since the start of the Syrian civil war in 2011, the Observatory estimates 301,781 people have been killed.

So far it has produced “a significant drop in violence”, according to the UN’s Syria envoy Staffan de Mistura, but a key plank of the deal calling for unhindered aid access, in particular to besieged areas of Syria, has yet to be implemented.

“Russia and the US are now expected.to deliver the Castello Road new arrangement”, he said.

“The Russian Federation is agreeing with us”, he said. The Observatory reported the first three deaths since the cease-fire went into effect on Thursday.

The Russian Defense Ministry has launched a real-time online broadcast of the situation in the besieged Syrian city of Aleppo to ensure transparency in the implementation of the ceasefire negotiated by the U.S. and Russia, which has been in force since Monday.

There have been dozens of claimed ceasefire violations over that period, with Russian Federation claiming they’d documented 60 such incidents.

Assad’s refusal is a direct violation of the ceasefire agreement.

“If there is confusion… then there is a also a risk of the moderate opposition being hit”, the minister said in remarks confirmed by his entourage.

“We are working on it”, he told reporters in NY, adding that he thought it should be adopted when the Security Council meets on Syria next Wednesday.

The spokesman, Maj. Gen. Igor Konashenkov, told the Interfax news service that rebel troops continued to fire artillery against government forces and had not separated themselves from units loyal to a former affiliate of al-Qaeda that both the United States and Russian Federation have deemed a terrorist organization.
