IAAF president Lord Coe said: “For the protection of all clean athletes there can not be any timeframe for ARAF’s return until we are assured all criteria have been fully met and will continue to be met forever”.

The current anti-doping system has been questioned for a while, most recently in connection with the latest affair around athletics in which the Russian team has been provisionally suspended by the IAAF in the wake of a WADA report on widespread doping and cover-ups of positive tests.

The IAAF on Thursday published five “fundamental principles” that the All-Russia Athletics Federation (ARAF) will have to satisfy if it is to be readmitted to the sport.

One of the three is believed to be Viktor Ugarov, who won the Kanazawa marathon in Japan on Sunday, two days after the suspension was announced, and was later disqualified.

IOC President Thomas Bach proposed an overhaul of the World Anti-Doping Agency’s operations Friday, including the creation of independent testing and professional intelligence-gathering units to avoid the type of scandals that have embroiled Russian Federation and track and field.

The minister also said that the WADA ruling would stop the fight against doping in its tracks, according to the Interfax news agency.

The World Anti-Doping Agency continued to crack down on Russian Federation drug cheats on Wednesday by suspending the country’s anti-doping agency amid calls to extend investigations to other countries and sports.

A framework where suspected anti-doping violations and related misconduct can be adequately reported, analysed and followed-up.

Russian athletes are unhappy about the IAAF’s decision.

“Make no mistake, we will not rush this process of compliance, we will do it right-the integrity of sport is under threat”, Reedie said in a statement. Russia’s track and field athletes are indefinitely banned from global competition and could miss the Olympics in Rio.

The report did not specifically investigate cycling in Russia and Cookson expressed his confidence in the Russian cycling federation.

Moses is the USA member on the WADA executive committee.

“We have been approached from athletes from around the world, and the view we are hearing is ‘Why just athletics?” “We’ve done, already, all of the things on our own behalf all of the things that are now being said should be done for all sports”.

“When you hear the anthem not of your country and you see the Olympic flag rising, as prestigious as it is, it is not yours and the emotions are different”, said Bogoslovskaya.
