Russian Flag Raised at Rio Olympic Village
A Russian vice-consul in Rio killed a mugger who attacked him during a struggle, police said.

Rio de Janeiro: Olympics chief Thomas Bach admitted preparations for the Rio Games had been “challenging” on Monday as the clock ticks down to this week’s opening ceremony. It may all come down to the lawyers.
With the fates of many Russian athletes still up in the air and other anti-doping agencies and athletes’ advocacy groups calling for a total ban, Bach again rejected such extreme measures, which he said would unfairly punish clean athletes.
After the review, the IOC declared in Thursday’s statement: “271 athletes will form the team entered by the Russian National Olympic Committee from the original entry list of 389 athletes”.
The panel will receive independent advice from the Court of Arbitration for Sport before making its decisions.
“To have a blanket ban seems so harsh”.
“The decision has been made, it’s not going to get changed between now and the start of the Games”, the former Olympic swimmer explained before listing the concessions he believed had been gained from the IOC.
With the decision already in place for Rio, Pound said the International Olympic Committee should set aside another meeting in the future to deal with the whole issue.
“This is not what the Olympic Movement stands for”.
Some of the Olympic football matches will start on Wednesday ahead of the main Games and while the IOC session is debating doping and key business for future Olympics. “This vision of a better future for and through sport is what needs to guide us”.
Two Russian rowers, Anastasia Karabelshikova and Ivan Podshivalov have won their appeal against an International Olympic Committee ban from the Rio Olympics on the grounds that they had already served suspensions over past doping accusations.
“The negative opinions are the ones most likely to be quoted”, Bach told reporters.
The investigation uncovered an alleged doping program that ensnared 28 sports, both summer and winter, and ran from 2011 to 2015.
Adding to the disorder was lack of clarity involving the case of Russia’s Pavel Sozykin of the sailing team, where in the “disappearing positive methodology” it has not been specified whether the test had occurred at a period outside the competition or during competition.
Decisions on the swimmers had been expected on Tuesday.
The IOC Executive Board wrapped up its meeting to evaluate the status of the Games in four hours, with all the members’ questions addressed, Bach said on Sunday, reports Efe.
The summer sports federations prefer that doping allegations are handled on an individual basis.
The Rio Olympics open Friday but not without much controversy and the same nagging disparities.
“It is important to focus on the need for individual justice in all these cases”.
That meant eight Russian lifters were banned from Rio.
Russian Federation has been at the center of a doping storm since an investigation for the World Anti-Doping Agency found the country’s sports ministry organized doping on a huge scale. He said his organization could not be blamed for the timing of the McLaren report, published just two weeks before the commencement of the Rio Games, or the fact that information previously offered to WADA was not followed up.
– Said it will not organize “or give patronage” to any sports event or meetings in Russian Federation, including plans to hold the European Games in the country in 2019.
The doping claims, though, aren’t limited to the Sochi games.
“So as of now, the Russian team is probably the cleanest in Rio”.

It was the same outcome with the appeal of Da niil Andrienko and 16 other Russian rowers against the World Rowing Federation.
