Roughly three million Russian tourists came to Egypt in 2014, almost a third of all visitors, with most heading to the resorts in the southern Sinai Peninsula or its opposite mainland coast, far off from an insurgency being fought by Islamic militants against the army further north.
Security officials at the Sharm el-Sheikh airport have told The Associated Press that the facility has long had gaps in security, including a key baggage scanning device that often is not functioning and lax searches at an entry gate for food and fuel for the planes.

USA and British officials have cited intelligence reports as indicating that the October 31 flight from the Sinai resort town of Sharm el-Sheikh to St. Petersburg was brought down by a bomb on board. “It was for a good reason that other countries began to take their tourists from Egypt”, Vishnyakov said.
Britain, which has 3,000 nationals waiting to return home, has sent a team of 70 people, including 10 aviation specialists working at Sharm al-Sheikh airport to make sure security measures are being followed.
President Vladimir Putin’s chief of staff, Sergei Ivanov, said on a visit to Finland that it would be impossible to radically revise Egypt’s security system in a short time, according to Russian news reports.
About 25,000 people were flown back to Russian Federation over the weekend, Deputy Prime Minister Arkady Dvorkovich said, RBC reported. The ICAO is a United Nations specialized agency that aims to support a safe and secure civil aviation sector.
Egypt is one of the most popular destinations for Russians, especially in the winter when the sun and clear seas lure them away from gray, frigid weather.
The Emergency Situations Ministry said in a statement that the authorities will also be bringing over 130 tons of the tourists’ luggage on four cargo planes on Monday.
