Sandra Bland’s family settles for $1.9M

But the defendants’ legal team said the settlement had not yet been finalised.

The family’s attorney, Cannon Lambert, told Houston television station KTRK that the lawsuit was being settled for $1.9 million and requires several changes at the jail, including having a 24-hour nurse or emergency medical technician on duty. As The Two-Way has reported, Bland’s mother, Geneva Reed-Veal, told reporters that “the bottom line is: She never should have been inside of the jail, period”.

“It’s not a tentative it’s absolute, and we are very happy about it”, Lambert said. The stop became confrontational and state trooper Brian Encinia ordered her from the vehicle before forcing her to the ground and taking her into custody on a charge of assaulting a public servant.

A grand jury investigated but declined in late 2015 to indict anyone in her death. The settlement also includes changes to jail procedures to prevent this type of incident from happening again.

Video from the traffic stop shows Encinia drawing his stun gun and telling Bland, “I will light you up!”

Bland’s shock at her arrest was apparent in a voicemail message she left for a friend shortly before she died. “You just slammed me, knocked my head in the ground”. Her death was officially ruled a suicide.

Bland was taken into custody, charged with assaulting a public servant.

Media around the world picked up the story and it became part of the Black Lives Matter movement, fueled by the traffic stop footage that has been viewed more than 1.5 million times on YouTube. A grand jury indicted Trooper Brian Encinia on Wednesday, Jan. 6, 2016, with the misdemeanor charge.

Dash camera video revealed the situation got worse when Bland refused to put out her cigarette after Encinia asked her to. Three days after her arrest, she was found hanging from a jail cell partition. He pleaded not guilty to the charges and has since been fired from DPS.

July 23, 2015: The Waller County district attorney’s office reveals details of autopsy findings, which concluded Bland killed herself. Bland was moving from IL to Texas for a job.

Bland was detained after a minor traffic violation when the arresting officer failed to follow proper traffic stop procedures. County officials said Bland was treated well while locked up and produced documents that showed she gave jail workers inconsistent information about whether she was suicidal.
