Second Beta Happening in 2017
The Xbox Wire post goes into detail on the changes the developers at 343 and Creative Assembly are making to the real-time strategy game in response to feedback from the first beta. Xbox at the Galen Center on June 13, 2016 in Los Angeles, California.

Halo Wars 2 is slated to release on February 21, 2017.
Controls: We received a great deal of varied feedback around the control scheme in the beta, and based on this feedback, we’ve already made a number of adjustments to the controller layout to make it faster and easier to engage the actions players want to take.
As for resources, the Halo Wars 2 beta appeared to make the costs in energy and resources to build buildings and units far too high, requiring resource-generating buildings to take up large amounts of space on bases. The question now though is how drastic the changes will be.
Among the likely changes for the second beta of “Halo Wars 2” could include the population cap. Unfortunately, there is no definite number tied up to that as of this writing. Due to the early nature of the beta, there will be nearly uncountable changes and improvements made to Halo Wars 2 before launch.
“Probably the biggest criticism we heard about the beta was issues with connectivity, de-syncs, etc”.
In a detailed post, 343’s Dan Ayoub explained all the takeaways from the beta, and how it affected the development process.

Ayoub promises more updates aside from the seemingly heavy work they have ahead of them. While we’re not talking about the game’s story (or where it takes place in the Halo timeline) just yet, we are very excited about the way it contributes to the expanding Halo universe, and we look forward to sharing more in the future.
