Second Night Of Protests In Milwaukee

Critics said the department should have submitted to a patterns and practices review, as in Ferguson, Missouri, after the fatal shooting of 18-year-old Michael Brown, who was black, by a white police officer in 2014. Protesters also broke the windows of an unoccupied squad auto and torched another, police said.

The death of Sylville Smith, 23, triggered unrest hours after his killing on Saturday as protesters torched six businesses, including a gas station, burned cars and threw rocks at officers.

After peaceful vigils by small groups of demonstrators earlier, Milwaukee police said late on August 14 they had rescued one shooting victim, who was taken to hospital.

Early Monday, a group of police boarded two buses and pulled back from the area as tensions subsided. Shots rang out at three different locations as the protest went on, all within close proximity to the station. Three police cars were damaged, while one store had its windows broken, the police said. The police say they brought him to the hospital in an armored auto. Wisconsin is an open carry state.

“One hundred twenty-five members of the national guard are on their way to Milwaukee as we speak”, he confirmed in a news briefing Sunday afternoon.

The suspect, who has a “lengthy police record”, fled a vehicle on North 44th Street at around 3:30 pm and was armed with a semi-automatic handgun, according to the Milwaukee Police Department.

Flynn cautioned that the shooting was still under investigation and authorities were awaiting autopsy results, but that based on the silent video from the unidentified officer’s body camera, he “certainly appeared to be within lawful bounds”.

Police Capt. Mark Stanmeyer said in a news release that the two people in the vehicle got out and ran and that the officers chased them.

A distraught Mildred Haynes earlier told the Milwaukee Journal Sentinel that Smith, her son, was the man killed and said police had told her little about his death.

Flynn said the fatal encounter started with a traffic stop for suspicious behavior.

He said the officer told Smith to drop the gun and he did not do so.

The officer who fired on Smith was black, Flynn said, adding that the policeman now feared for his safety and was staying with relatives out of town. However, it has been confirmed that the police officer also happens to be an African-American.

“Our police officers are doing everything they can to restore order”, Barrett said Sunday, calling for the entire city needs to help restore peace.

Police earlier said that the handgun the suspect was armed with was taken in a burglary in Waukesha, Wisconsin last March.

“We’ve been challenged in a way that we have not been challenged in years”, said Barrett.

“We understand the frustration people feel with the police community nationally”.

Governor Scott Walker declared a state of emergency on Sunday but the National Guard has still not been deployed yet, as police attempt to get things under control.

A second night of protests over a deadly officer involved shooting in Milwaukee.

Smith also pleaded guilty to carrying a concealed weapon in 2014.

“Don’t bring that violence here”, Kimberly Neal, another sister, said, sobbing as she lamented that she would never be able to again hug her brother.

Fourteen people were arrested.

Milwaukee Alderman Khalif Rainey, who represents the neighbourhood that erupted, said the city’s black residents are “tired of living under this oppression”.
