Sen. Capito responds to Clean Power Plan

Calling it a moral obligation, President Barack Obama unveiled the final version of his plan to dramatically cut emissions from U.S. power plants, as he warned anew that climate change will threaten future generations if left unchecked.
President Obama is pledging the U.S. will do its part by reducing carbon pollution.
Additionally, the EPA refined its four building blocks that states are meant to use to cut carbon emissions, removing energy efficiency and putting less emphasis on an early switch from coal to gas, among other measures.
Indeed, the new rules are more likely to lead to job creation as industries shift to adopt cleaner technologies and develop renewable energy sources.
As a state with a rich history in coal production – the type of energy the plan aims to stamp out – Captio said the plan will cause devastating setbacks to West Virginia’s economy.
Tri-State Generation and Transmission Association, which operates Craig Station, the second largest coal-fired power plant in Colorado, is the number one tax contributor in Moffat County. The Clean Power Plan represents a modest and necessary, not an extreme, step toward that end. “In the final rule, we have opened it up so we could look at capacity for renewables and natural gas across the region”. He also called for a transition away from fossil fuels and toward renewable energy sources, saying we are already feeling the effects of climate change from carbon dioxide emissions.
The final Clean Power Plan sets flexible and achievable standards to reduce carbon dioxide emissions by 32% from 2005 levels by 2030, 9% more ambitious than the proposal.
Within the complex legal world of the Clean Air Act, the law in which the administration found its authority to regulate, the president’s plan is about as flexible as possible.
“If the final rule is not significantly improved, then Hoosiers can be assured that on behalf of families, businesses and other ratepayers, Indiana will not comply”, Pence said.

Obama rejected criticism that his plan would increase energy bills for Americans, hurt the poor, and cost jobs. Both the proposed model rule and federal plan focus on emissions trading mechanisms to make sure utilities have broad flexibility to reach their carbon pollution reduction goals.
