Sevierville Police Department remembers fallen North Carolina officer

Over the weekend, Shelby police tried to arrest Irving Fenner, 23, who had arrest warrants for robbery and kidnapping charges, Rhode Island State Police said in a statement.

Fenner is an employee at Glen Cove Hospital, said Michelle Pinto, a spokeswoman for Northwell Health.

Irving Fenner appeared for his arraignment at state police headquarters Wednesday night in hospital scrubs and a sling. Authorities began proceedings to extradite Fenner to North Carolina, where she’s reportedly facing a charge of accessory after the fact of first-degree murder.

Federal, state, and local authorities Wednesday morning arrested a fugitive in Coventry, R.I., who allegedly shot and killed a police officer Saturday in Shelby, N.C., officials said. Details are fuzzy on what exactly happened next, but Shelby Police Chief Jeff Ledford said Brackeen was fatally shot in the chest even though he wore a bulletproof vest.

Fenner was not in the home, but police said they arrested two people in the area, Fenner’s half-sister Casey Fenner and Jolisa Peeler.

Mourners in a North Carolina community on Tuesday paid respects to a police officer who died days after being shot by a suspect who is still on the loose.

Two occupants of the Coventry apartment where Fenner was found also were arrested and were charged with harboring a fugitive.

Fenner was charged with attempted murder in connection with Brackeen’s shooting.

Four years later, Brackeen and Fenner would meet again in a backyard when Brackeen tried to serve a warrant. Principal David Allen tells The Shelby Star the school was asked to host Brackeen’s service.

On Tuesday, a processional for the body of a fallen Shelby Police officer shut down I-85 and brought hundreds to show support. State police said the FBI, Providence police and U.S. Marshals were at the scene searching for 23-year-old Irving Fenner. His connection to the shooting suspect is not yet known. State Police Col. Steven O’Donnell tells WPRI-TV that Fenner surrendered peacefully.

Fenner’s Facebook page says he lives in Shelby but hails from Providence, Rhode Island. At the time of the shooting, he was assigned as a K-9 Officer.

“It took a while for him to come, and when he did he was in pretty bad shape”, Philbin said.
