McCallum blamed delays on inclement flying weather, refugees wanting to say goodbye to friends and families, and other circumstances beyond the government’s control.

However, McCallum said he is “confident” that Ottawa will meet its overall target to resettle refugees “well before” the end of February. Once the plane lands, the government will have succeeded in bringing in slightly more than 2,000 refugees since November 4.

“This is like a wave, it starts slow and it builds up”, McCallum said.

President Barack Obama has pledged to take in 10,000 Syrians over the course of this fiscal year, and many American states – apparently fearing Islamist extremists will be hiding amid the refugee flow – have said they do not want them.

As of December 21, 1,869 refugees had landed in Canada, with three more flights scheduled between Wednesday and New Year’s Eve. “This reaffirms for me Canada must do its part to urgently resettle some of these Syrian refugees to Canada”, said McCallum. As of December 20, 1,608 have landed.

Most of the 298 refugees on the Montreal-bound flight are privately sponsored and destined for resettlement in Quebec, Edlund added.
