South Korea, Japan strike deal on comfort women
SEOUL, South Korea (AP) – The foreign ministers of South Korea and Japan met Monday to try to resolve a decades-long impasse over Korean women forced into Japanese military-run brothels during World War II.

Foreign ministers of Japan and South Korea will meet in Seoul next week to discuss new proposals to resolve a row over the Japanese army’s historical use of sex slaves, the two governments said yesterday.
South Korea has been quite persistent that Japan has still to make proper amends regarding the deployment of innocent women as sex slaves during World War II.
The nation’s representative office in Japan has also been engaged in talks with the Japanese authorities over the issue and has been calling on Tokyo to promptly launch bilateral negotiations over the comfort women issue to compensate victims in Taiwan.
“I think the agreement we reached is historic and is a ground-breaking achievement”, he said.
The report drew the attention of the Taipei Women’s Rescue Foundation, which has been dedicated to helping Taiwanese comfort women cope with their mental anguish and seek justice and compensation from Japan over the past two decades.
Lee said this compensation act would not be necessary, if the 1965 claims settlement agreement between South Korea and Japan had not limited the individuals’ right to claim for compensation.
“In the agreement, Japanese government’s responsibility is restricted in the boundary of ethics”, the party’s spokesman Kim Sung-soo said.
Abe told reporters in Tokyo that Japan has apologized and expressed its remorse, but added future Japanese generations should not have to keep on doing so.
President Park Geun-hye calls on Japan to face up to history and take responsibility for its wartime wrongdoings at her address marking Korea’s 1919 nationwide uprising against Japan’s 1910-45 colonial rule of the Korean Peninsula.
Japanese Prime Minister Shinzo Abe won a pledge from South Korea to halt criticism of Japan over the issue, something that an earlier 1995 Japanese apology and government-organized welfare plan failed to achieve.
A powerful symbol of success would be the fate of a statue commemorating “comfort women” that has been erected in from of the Japanese Embassy in Seoul and has been an irritant to Tokyo.
The issue of comfort women has long plagued ties between the Asian neighbours.
“We hope that an improvement in relations between South Korea and Japan will be conducive to this region’s stability and development”, the Foreign Ministry’s top spokesman, Lu Kang, told a regular press briefing Monday.

The Nikkei business daily reported that Japan would also propose creating a government-backed fund as part of a possible agreement. “I want you to go to South Korea by the end of this year to negotiate [over the issue]”.
