South Sudanese refugees exceed one million
U.S. Rep. Tom Rooney (R-FL) joined a bipartisan coalition of lawmakers in introducing legislation on Tuesday that would impose an arms embargo and sanctions in response to South Sudan’s civil war.

The number of South Sudanese refugees taking shelter in neighboring countries soared past the 1 million mark this week, according to the United Nations High Commissioner for Refugees.
“They include survivors of violent attacks, sexual assault, children that have been separated from their parents or travelled alone”, he said in a summary of the briefing online.
The newly appointed Minister of Petroleum, Ezekiel Lol Gatkuoth, who acted as spokesperson during the visit to South Sudan, told reporters on Thursday upon arrival at Juba airport that the visit to South Africa was to discuss bilateral issues between the two countries and solicit recognition of the controversial leadership of the new vice president, Gai, who replaced Machar in July. A peace deal reached a year ago under global pressure has been violated repeatedly by fighting, and Machar fled the country in recent weeks.
Ethiopia, Kenya, Sudan, Democratic Republic of Congo and Central African Republic also have received tens of thousands of people fleeing.
Only five years after the country came into being, South Sudan has produced than one million refugees because of civil war. It called on donors to contribute the remaining four-fifths of a total $701 million needed for South Sudanese refugee operations.
“We recognize that the commitments that were made can’t bear fruit necessarily overnight, but they also can’t take days and days to bear fruit”, said Power.
The United States on Wednesday, September 14, threatened to push for a UN arms embargo on South Sudan if the government blocks the deployment of a new regional force and impedes the work of UN peacekeepers.
Samantha Power said Wednesday she hoped the United Nations would be able to achieve consensus on how to hold the government of South Sudan to the commitments it made during a recent visit by the Security Council.
After the war in Syria, South Sudan is considered the most urgent humanitarian emergency confronting the United Nations. In July alone, new fighting in the capital, Juba, created a surge of more than 185,000 refugees, a lot of them women and children.
“The time for an arms embargo in South Sudan was yesterday”, Rooney, a co-chairman of the South Sudan Caucus, said.
“These countries have commendably kept their doors open to the new arrivals”, the UNHCR said.

“And we are deeply disappointed that their leaders have failed to put aside personal power struggles and individual enrichment for the good of their people”.
