Belmar said at a news conference that the outbreak of violence in Ferguson was “an impediment to positive change”.
Demonstrations and commemoration ceremonies to mark the anniversary began on Friday as people demonstrated at the scene of Brown’s shooting and outside the Ferguson police headquarters.
The Rev. Mike Kinman, dean at the church, told demonstrators their demands include the disbandment of the Ferguson Police Department.
Protesters also gathered at another location in Kansas City on Sunday.

Two males told police they were targeted in a drive-by shooting near the memorial to Mr Brown outside Canfield Apartments.

Mr Belmar said the suspect who fired on officers had a semi-automatic 9mm gun stolen last year from Cape Girardeau, Missouri. The suspect once again stopped, turned, and reengaged the detectives, who returned fire, striking the suspect multiple times. Belmar said it is common to use plainclothes officers. All four fired back.
The suspect was hit several times and taken to a hospital in critical condition, police said. The crowd went running for cover.

Brown was an unarmed black teen; the officer was white. Among those in attendance at the rally were members of the Black Liberation Project and the Black Lives Matter groups.
