States must take ‘all necessary measures’ to defeat — UN Security Council

Speaking on French television ahead of the meeting, prime minister Manuel Valls said members of the terrorist cell had taken advantage of the “chaos” caused by the refugee crisis to slip into the country undetected.

France’s resolution came as a response to Mr. Hollande’s call before the French parliament on Monday for a “grand and single coalition” with the USA and Russian Federation against Islamic State. He said the Security Council must adopt a resolution to fight Islamic extremists.

The resolution condemns the November 13 Paris terrorist attacks that ISIL has claimed responsibility for, as well as the October 31 Russian A321 plane crash over Egypt.

Calling for this united “all necessary measures” action while reaffirming “its respect for the sovereignty, territorial integrity, independence and unity” of all states, the resolution deals with the thorny issue that a few world powers have confronted when they send soldiers into or conduct air strikes over Syria.

The resolution warned that the Sunni militant group intended to mount further attacks like those in Paris and Beirut last week, and said that the council was determined to “combat by all means this unprecedented threat”.
