“The deliberate targeting of hospitals is part of a strategy to either drive civilians to leave the country or ensure their suffering is severe if they remain in opposition-held areas”, said Widney Brown, Director of Programs at Physicians for Human Rights.
In the Al-Mashhad district, civil defence workers struggled to retrieve trapped survivors, an AFP journalist said.
He said rescuers had managed to pull one boy alive from the rubble, but the rest of his family were dead and still trapped under a collapsed building.
The shelling came a day after rebels in Aleppo detonated a bomb in a tunnel under a police station, killing an undisclosed number of government officers.
On Monday at least 24 people, including five children and two women, were killed in a barrel bomb attack on the same neighbourhood, according to a new toll from the Observatory.
On Sunday, a foreign ministry official said the government of Syria was ready to get back to peace talks which had been hushed over the spring.

SANA also reported that the Syrian army on Monday carried out operations against opposition fighters in areas across the country, including the provinces of Aleppo, Deraa, Deir Az Zor, Hama and Homs.
